This grant is delivered in partnership between Christchurch City Council and the Energy Efficiency Conservation Authority (EECA) to explore the options for energy initiatives at the concept design stage.
The Christchurch Agency for Energy has established a $1.8 million fund to encourage the use of renewable energy and advanced energy efficiency measures in the city rebuild.
Developers of buildings inside the four avenues can apply to the Christchurch Energy Grants Scheme to help meet the cost of technology to implement measures such as photovoltaic cells for electricity generation or drawing artesian water from beneath the city for heat exchange systems.
Developments must have a building floor area of at least 1,000 square metres. The grant will cover up to 30 per cent of capital plant costs, up to a maximum of $300,000 per project. The Christchurch City Council will administer the fund on behalf of the energy agency trustees.
Scope of grant payment
This fund will cover plant purchase and installation costs for:
- Renewable energy initiatives – such as geothermal/ground source heat extraction, photovoltaic generation and biomass energy generation
- Enabling connection to, or delivery of, a district energy system
- Energy efficiency measures that go well beyond the building code minimum – in new and/or renovated buildings
Grant payments will be made up to 30% of the capital cost of installed plant and to a maximum of $300,000 for any one project grant, whichever is the lesser.
The fund will not cover:
- Advisory services or professional fees
- Retrospective costs
- Debt servicing, financing or legal costs
- Purchase of vehicles
The following criteria will be used to assess applications (recognising that not all criteria would be applicable to all projects):
- Extent of renewable energy benefit – the technology will have the capacity to generate a minimum:
- 50,000 kWhe per annum for photovoltaic generation and a simple payback of no more than 8 years
- Renewable thermal generation of 500 kWth for an open source artesian well
- Renewable thermal generation of 100 kWth for closed ground source heat loops
- Extent of energy efficiency benefit achieved – this should go beyond the scope of the Energy Efficiency Conservation Authority’s current grants
- Potential for improved health outcomes particularly for developments with a residential component
- The education or demonstration potential of the proposal
- Ability to leverage further support or resources to support this project or similar projects
- Ability to act as a catalyst for other similar projects
- Potential to build capability of industry to deliver such solutions
- The trustees may make grants that do not wholly align with these criteria where they consider that the outcomes listed above will be delivered.
The building project (or buildings to be serviced) will have a combined floor area greater than 1,000m2 and be located in the Central City (the area bounded by Bealey, Fitzgerald, Moorhouse, Deans and Harper Avenues).
This grant is seen as complementary to the EnergyFirst programme, delivered in partnership between the Council and the Energy Efficiency Conservation Authority (EECA) to explore the options for energy initiatives at the concept design stage.
Applicants must demonstrate:
- The skills, experience and resources necessary to deliver the proposed project
- The monitoring and reporting methods proposed to measure the outcomes of the project – tools such as NABERSNZ (run by EECA) may be helpful
- A sound business case and organisational structure for project implementation
- Sound financial management and financial reporting systems
- Collaboration and partnership arrangements with other agencies where appropriate
- Capability of the applicant and associated contractors to deliver the solution
- The grant may be used in conjunction with other grants such as those from EECA.
Funding is contingent on Applicants agreeing to the publishing of a case study that demonstrates the level of investment and benefit that has been derived from the project after an agreed period of proven operations (likely to be 12 months from project commissioning).
Note | Projects that are the primary responsibility of the Christchurch City Council, Environment Canterbury, Council Controlled Organisations or a central government agency are not eligible.
