City Council fees and charges for resource management applications for 2016/17.

All fees are deposits (minimum application fees) unless otherwise listed as a Fixed Fee.

Please note that the deposits do not always cover all of the costs of processing an application. Where processing costs exceed the specified deposit the additional costs will be invoiced separately.

The required fee/deposit must be paid before any processing of the application will commence (excluding on-account customers).

Hourly rates and additional processing fees for applications

If the actual costs exceed the deposit paid, an invoice will be sent for the additional fees. Alternatively, the balance of the deposit will be refunded if it is not required. Interim invoices may be issued on a monthly basis where the deposit is exceeded but processing is not yet complete.

The time taken to process an application and undertake associated post-consent work will be charged at the relevant scheduled hourly rate, plus the actual cost of any external specialists / consultants / commissioners, and disbursements.  Time will be charged at the hourly rate applicable at the time the work was carried out.

Subdivision consent fees Include consent processing, engineering design acceptance, construction audits and clearances, and certification. The final fee (and any outstanding interim invoices) is required to be paid before the section 224 certificate will be released.

Monitoring/non-compliance with resource consent conditions

These fees are additional to the processing fees for every resource consent that requires monitoring.

Requests for estimates of development contributions where no building consent, resource consent, subdivision consent or service connection has been applied for.

Objections

  • Objections under section 199C of the Local Government Act 2002 to development contribution assessments. 
  • The time taken to process an objection will be charged at the relevant scheduled hourly rate, plus the actual cost of the commissioner(s) and disbursements. 
  • Time will be charged at the hourly rate applicable at the time the work was carried out.
  • If the cost of processing exceeds the Deposit an invoice will be sent for the additional processing fees. Alternatively, the balance of the deposit will be refunded if it is not required for processing.

Pre-application advice for Regulatory Services

Partnership Approvals Service

The Partnership Approvals Service is available for projects where a case management approach will assist with the rebuild of the City. Examples are projects that are high profile, either in terms of the site or the proposed development, high dollar value, high complex, or customer with multiple projects.

Copy, Scanning, and Print Services

Debt recovery

Where the Council has issued an invoice for the payment of any fee or charge and the amount invoiced has not been paid by the stated due date on the invoice, the Council may commence debt recovery action.

The Council reserves the right to charge interest, payable from the date the debt became due, and recover costs incurred in pursuing recovery of the debt on a solicitor/client basis as outlined in the Fees and Charges Schedule of the Council's Long Term Plan.
